Dunno, but that's Supreme Mufti Talgat Tadzhuddin - crazy name, crazy guy - famous for declaring jihad against the US, having a fatwah declared against him and (of course) being outraged by a Gay Pride parade.

We have a Grand Mufti here too, Mrs Hun. Did you know that the prime minister can convert an entire nation to moon-idol worship? Ours was offered the opportunity, but declined. Therefore, automatically upon his refusing to convert, a state of jihad exists.

The image needed to be blown up a bit to see it but I'm sure that's what's sticking out the top there. I wonder if he also wears a magic facinator under the fez? Once people reject Jesus they'll do just about anything.
