The firmament supporting the waters above is strong. God tells us so. Sometimes He opens more of the windows than usual and there is local flooding. Sometimes He only lets a single tiny cloud through, in response to prayer in times of drought, for example.

No thats just not how it works:
Aeroplanes cant keep going up because the air is so thin and the pressure is extreme. And if God tells us so where's your proof? Clouds are weather and depend on many different things not just 'God' they dont come if a place is in drought and someone prays because the idea of prayer in christianity is corrupt.
