That's a common misconception ignorant republicans have been told of a verse taken out of context. The Qur'an says to tax non-believers (Dhimmis) under the Jizya and that they are not allowed to have signs on their churches and temples.

The tax from non-believers was very lucrative for the early Islamic rulers, but most eventually converted out of monetary reasons instead of pain of death.
