He should have known that starting a car would have automatically made her assume she was stealing it, even if he wasn't. It would be like going into public and pretending to stab your friend with fake blood coming out, or pretending to kidnap someone who actually agreed to it.
If there are other people in the area, I think everyone under a certain income bracket should be forced to publicly announce that they do in fact own the car, that they're about to start the car, and they should give everyone in the area a chance to view their license and registration in case there are any doubts. It is for the children after all.
In fact, even if they don't see anyone in the area, they should still announce that they're going to start their car, just on the off chance that there is someone in the area who they don't see.
If there are young children around, they should probably just go on the side of caution and wait until they leave before starting the car. Children could see him starting the car and think it is okay to drive cars themselves. It is like drinking alcohol or having sex around children. It is a bad influence.
In fact, every time a child is transported from one area to another by a parent or legal guardian, that child should be blindfolded, gagged and have a burlap sack tied around their head so they don't get the urge to drive and themselves and it would help reduce the annoying "Are we there yet?" questions.
The father can use this as an opportunity to tell the children about how they are lovingly being punished for the last wrong thing they did. If the father doesn't remember what the child did wrong he can just tell them that "He knows what they did", the kids will know. Most kids are up to no good anyway.
Close minded people are just right people who don't want to spend time arguing.
