I'll explain this simple:
Evolution happens through the cells of the animals. They do not evolve themselves. Their offsprings will cary a small amount of a different cell. That cell will then be modified furtheron throughout the different offsprings.
Why can't there be otters that have anti-oil furs?
Because evolution doesn't happen in ONE lifespan. It happens in hundreds of lifespans and therefor we do not have oil resistant otters.
