Says who? Please note, that Bible speaks about killing people who committed adultery (Leviticus 20:10), but has nothing against women who participated in an incestuous relationship (Genesis 19: 30-38), or even have been raped while being single (2 Samuel 13:10-23 - see, Tamar is not punished in any way).
