No, He did not.
That verse is part of a parable, and the dresser asks for one last chance to get the tree to bear fruit, after which the tree will be cut down.
The idea being that Jesus' coming is your last chance to get right with God before being hewn down and cast into the fire.
I think in your zeal to help the false Christians find Jesus, you quoted the wrong Scripture. The story of Jesus' summary execution of the obnoxious and thoughtless fig tree is found in Matthew and in Mark, but not in Luke.
Matthew 21:19 reads:
And when he saw a fig tree in the way, he came to it, and found nothing thereon, but leaves only, and said unto it, Let no fruit grow on thee henceforward for ever. And presently the fig tree withered away.
The same story is recalled in Mark 11:13-21.
But thank you for bringing up the story! Yes, if Jesus were omnibenevolent, surely He would have used His omnipotence to cause the fig tree to bear fruit for Him out of season immediately, rather than cursing it so it wither and die by the next day.
