sex is a biological imperative, the only thing it does for us is make babies and provide emotional bonding and comfort, it's cellular mitosis on an epic scale, it is MEANT to propogate our genes, and it is advantageous for our genes if we want to propogate them.
Which is why we have masturbation, it's a primer switch for having a healthy and intimate relationships, childhood is the establishment of our emotional foundations. Meaning if our childhood is unhealthy or traumatic, then once sex becomes involved, it becomes... skewed, granted it's not a permanent disabling of normal social interaction, but it derails the train, and getting it back on the tracks is hard (try it sometime, trains are big, heavy, and unweildy, it takes a large group of people and mechanical help (aka friends, family, and maybe some chemical assistance))
Masturbation (for both sexes) is normal and should be expected, not shunned and some sort of abomination, if it is, you can reliably expect you kid to grow up objectifying women and sexual relationships, and lead to divorce, drinking, recreational drugs, and all sorts of other problems.
Again, masturbation is normal, just stress respect of partners and the act of sex, in addition to your chastity crap.

Um, no, you can lose your kid to social services that way (I'm pretty sure you don't want some random person raising your kid, yes?)
Besides, punishing someone for killing what will die in a few days is ridiculous, unless you plan on your child have a family right now, though I doubt he's legal, so um, the answer would be no, unless you want the girl's parents and social services involved.
