He does what suits him. He may do it by having Jesus yell really loudly:

SOMETIMES God uses his OWN voice and causes not only earthquakes, but
Heavenquakes (the most terrible kind of quake):

Note that in such a case, he is doing so to shake off the things that can be shaken off and leave those things that can't be shaken. Basically, God is taking Heaven and Earth out to his back yard, hanging it up like a rug, and beating the dirt (atheists) out of it!
To answer your question, there are so many earthquakes in the Bible they are hard to count. And it seems that God always does it a different way. It is his way to keep us guessing and tell us that we will NEVER know how he makes the Earth shake.
