We do not condemn people we do not know. Everyone gets the benefit of the doubt. So you have to meet every person and make a learned opinion. Though there are times when based on knowledge, there are places it is pointless to even speak to the inhabitants (like France).

One speaks of talking to a dog metaphorically, as if to keep company such as a brotherly bond or a counsel when no one else is there. I also don't destine for Hell, my location is set to Hell because that is where I believe I will end up if the Holy Bible is correct (as not having total faith in God makes you go to Hell).
