I would suggest caution in contemplating these 'special needs individuals', particularly in regards to stating they are made in God's image. If 'someone' is incapable of knowledge of good and evil, and cannot comprehend Jesus Christ and Salvation, due to retardation or gross deformity, then I can't see how they could be considered to be human beings. They would be unensouled, and it is irrelevant to worry about their disposition into Heaven. While I concur their parents are being punished (and in some cases the deformed may be created as a test, or to illustrate some Biblical principle), the concept of 'punishment' as applied to the deformed/retarded does not make any sense, even in regards to addressing their retardation as 'punishment'. They cannot be 'punished' (or 'rewarded', for that matter) as their lack of an immortal soul makes it pointless. If someone cannot contemplate Salvation, what is the point in 'punishing' them to make them see the Light ??
