Now I will grant you that doesn't split the cost between education, treatment, and law enforcement, but when it comes to enforcement, you have to realize the government doesn't differentiate between marihuana and heroin. It's all treated the same. You're not going to spend any less time in prison for trafficking marihuana than you will for trafficking crystal meth.
You also have to realize that cost doesn't take into account putting someone caught with just a single marihuana cigarette through the court and often prison system.
You have to realize that cost doesn't include all other crime that results from drug users. Smuggling, dealing, growing, armed robbery*, burglary*, rape**, and murder.
*When drug addicts can't work for a living, how do you think many of them pay for their addictions?
**Drugs wear down one's ability to judge what is right and moral.
