I don't know where you get the idea God wants people with mental afflictions to perform crippling work, but the answer to your query is this: People who don't accept Jesus Christ as LORD will go to Hell (John 3:18). People who do accept Jesus Christ as LORD are incapable of sin (1st John 3:6-9), and that includes the retarded things your dear, so-called "Down Syndrome" people do. Clear?

All people with down syndrome have stunted growth and a large majority of them have abnormal pudgy facial features. These are things that can not be feigned. I was also trying to explain what down syndrome really is (I highly doubt it is specifically mentioned or explained in the bible). But if your religion requires you to not believe in DNA (a fact I had just learned), fine, just keep doing that.
