I always admired the Brits when they discovered Austria and held it as a penal colony. The French had Devil's Island for their hardened criminals. Now that Sing-Sing has been abandoned, something suitably off-shore, distant and repulsive is what we need to ease the prison population.
You see where this is going? Defeat terrorism and rid ourselves of the vile underbelly of society...
Currently in the United States, 1 in every 31 adult persons is either in jail or prison or on parole or probation. That amounts to 7.3 million Americans and a cost that exceeds $68 billion annually. This figure does not include juveniles accountable to the U.S. correction system.
Outsourcing... that's the answer.
