It is a Muslim woman's choice whether or not to wear a burqa (hijaab), unless respectively in a primarily Islam country such as Saudi Arabia or Egypt, in which foreign women wear headscarves out of respect.
A Muslim woman typically wears a burqa to express her faith and show they are Muslim, and/or to fulfill God's decree to dress modestly.
