Which yes was a civilian target, But the loss of life was prehaps acceptable as it did bring an end to the war with the japanese (Though you could argue it would have ended anyway....)

Hiroshima and Nagasaki were industrial cities whose production had been converted to war goods (weapons and other war production). As such, they were legitimate military targets.

The US warned all civilians to leave these cities by dropping leaflets and continuous radio broadcasts in the days leading up to dropping the first atomic bombs.
