Partially correct.

However, while Clinton was president, those people could afford to pay those loans back. With Dubya in charge, they can't afford to both fill their gas tank AND pay off their loan.

I am concerned about folks making open-ended statements like that. Take a look at the pictures below . . . One Mexicant can afford his loans and gas tank and one can't. You guess which one!
