Yes it does. But it means your kind, your fellow believers. Hebrew word for neighbor was legally used to refer to any fellow member of the covenant with God, in other words fellow Israelites.

It does not mean the guy living next door. You see, you must always read the Bible as whole. Scriptures do not contradict - so you can pretty easy spot that either most of the people are not your neighbors or scripture means tough love.
