Oh. So basically what you said is, that the people whose homes were damaged deserved it because they didn't pray hard enough (or worse even, not at all). It was all God's Wrath against the sinners.
Which reinforces my original statement that all Texas needs is prayer, not donations. Only prayer can turn hearts of these sinners whose homes were damaged, to God.
