This must be the non-story of the year, so far. Let's look at the data:

So out of 38.33 million Californians and 2.9 million Utahians (is there even a word for them?), 9 have the measles and 3 more have slight colds which
may turn out to be measles. So that's "41.23 million minus 12" who
don't have the measles.
If there is any story here at all, then it is that there is an epidemic of enormous size of Not Measles.
