Under present circumstances, with a President l described, the law becomes only a suggestion. The President would do well to take a look at the law, but then he should do whatever he wants. Going back to this, this standard should be applied to Trump's staff. Not just him.
For example, inspector general Michael Atkinson was fired for following his legal obligation to notify congress of the whistle blower complaint. What he should have done was prioritize Trump's preferences to not have the whistleblower complaint reported over the suggestions made in the law.
