Good question, Brother. Let's look at this verse in a broader context. We know how the Israelites were treated in Egypt:

Exodus 1:8-14
8 Now there arose up a new king over Egypt, which knew not Joseph.
9 And he said unto his people, Behold, the people of the children of Israel are more and mightier than we:
10 Come on, let us deal wisely with them; lest they multiply, and it come to pass, that, when there falleth out any war, they join also unto our enemies, and fight against us, and so get them up out of the land.
11 Therefore they did set over them taskmasters to afflict them with their burdens. And they built for Pharaoh treasure cities, Pithom and Raamses.
12 But the more they afflicted them, the more they multiplied and grew. And they were grieved because of the children of Israel.
13 And the Egyptians made the children of Israel to serve with rigour:
14 And they made their lives bitter with hard bondage, in morter, and in brick, and in all manner of service in the field: all their service, wherein they made them serve, was with rigour.

When Israelites were strangers in Egypt, Egyptians enslaved them. While one of the True Christian™ Men may want to correct me, I understand that Leviticus 19:34 means that strangers among us shouldn't be treated worse than Israelites in Egypt. So, we probably shouldn't enslave the strangers who live among us. After all, this is what we have sweatshops in Asia for nowadays, far away and out of sight.

That explanation goes well with what Jesus has to say about tolerating other people:

Romans 12:18 If it be possible, as much as lieth in you, live peaceably with all men.

However, we need to remember that good love is conditional love. Therefore, strangers among us need to behave like normal people, and not adhere to their barbaric customs.

God doesn't like when people adhere to barbaric customs, and He has a single solution for such people, whether strangers:

Deuteronomy 13:13-16
13 Certain men, the children of Belial, are gone out from among you, and have withdrawn the inhabitants of their city, saying, Let us go and serve other gods, which ye have not known;
14 Then shalt thou enquire, and make search, and ask diligently; and, behold, if it be truth, and the thing certain, that such abomination is wrought among you;
15 Thou shalt surely smite the inhabitants of that city with the edge of the sword, destroying it utterly, and all that is therein, and the cattle thereof, with the edge of the sword.
16 And thou shalt gather all the spoil of it into the midst of the street thereof, and shalt burn with fire the city, and all the spoil thereof every whit, for the Lord thy God: and it shall be an heap for ever; it shall not be built again.

Or relatives:

Deuteronomy 13:6-10
6 If thy brother, the son of thy mother, or thy son, or thy daughter, or the wife of thy bosom, or thy friend, which is as thine own soul, entice thee secretly, saying, Let us go and serve other gods, which thou hast not known, thou, nor thy fathers;
7 Namely, of the gods of the people which are round about you, nigh unto thee, or far off from thee, from the one end of the earth even unto the other end of the earth;
8 Thou shalt not consent unto him, nor hearken unto him; neither shall thine eye pity him, neither shalt thou spare, neither shalt thou conceal him:
9 But thou shalt surely kill him; thine hand shall be first upon him to put him to death, and afterwards the hand of all the people.
10 And thou shalt stone him with stones, that he die; because he hath sought to thrust thee away from the Lord thy God, which brought thee out of the land of Egypt, from the house of bondage.

In conclusion, in the context of other passages from the Bible, we can conclude that Jesus doesn't want us to enslave strangers who live among us, but to tolerate them. Unless they do not assimilate into our Godly culture, then we can kill them all and burn their dwellings to the ground.
