Once upon a time there was another rule imposed which some people accepted or even agreed with but which others opposed. This was called "The Policy of Kashf-e-hijab." Those who objected felt that having one's hair visible was tantamount to nudity or perhaps the equivalent of going around topless or something like that. Although that is not my opinion, if it were I'd simply wear a hat. Kashf-e-hijab, a government policy having the force of law in Iran from 1936, mandated that covering up one's hair in that way was NOT PERMITTED.
