It's not my place to gainsay lawmakers' decisions. Yes, we have a clear category for dwarves as defined by God but He also instructs us about lawmakers; it's an instruction I'm happy to quote:
Titus 2:12-14; 3:1-3 Denying ungodliness and worldly lusts, we should live soberly, righteously, and godly, in this present world; looking for that blessed hope, and the glorious appearing of the great God and our Saviour Jesus Christ; who gave himself for us, that he might redeem us from all iniquity, and purify unto himself a peculiar people, zealous of good works.….Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work, to speak evil of no man, to be no brawlers, but gentle, shewing all meekness unto all men. For we ourselves also were sometimes foolish, disobedient, deceived, serving divers lusts and pleasures, living in malice and envy, hateful, and hating one another.
He wants us to be peculiar for Him. That means accepting what lawmakers decide. In a society where debate is encouraged among the population generally or where representatives ask the voters for comments or invite lobby groups to present concerns they may otherwise be unaware of or even pass laws approving demonstrations & petitions, again those are laws God wants us to respect even if we don't agree with them.
