A monopolist is someone who faces no competition. If your bookstore chain is the only place anyone can buy books, you get to burn books you don't like and nobody can do anything about it.
Monopoly-by-monoculture is where an industry faces no cultural competition. In this case, you have multiple bookstores owned by different people, all of whom are strict Mormons who burn any books that aren't Mormon enough for them.
An oligarch is a member of an oligarchy, which is a tiny group of people that rule a nation. Nobody agrees on how small the group has to be, or how much power it needs to have, in order to be called an oligarchy.
If you are a journalist, or Hollywood scriptwriter, "oligarch" means "any Slav who isn't a low-level gang member". Journalists and scriptwriters get away with using racist stereotypes because they have monopoly-by-monoculture.
