There are many happy consequences that would emanate from such a program. It would also free up lots of money that ought to be spent bombing Arabs. Jesus HATES the poor (Exodus 20:15, Proverbs 10:4, Proverbs 12:11, Proverbs 12:24, Proverbs 13:4, Proverbs 13:18, Proverbs 21:25, Proverbs 23:21, 1 Timothy 5:8, 1 Corinthians 6:10, 2 Thessalonians 3:10)!!! God made them poor, so they must've done something to piss Him off (1 Samuel 2:7). In fact, Proverbs 31:7 provides support for the poor offing themselves for the greater good.
