Duh! The painting is showing the "real" Santa kneeling before a Nativity scene set up on someone's lawn. That is why Santa is larger than the other figures that are actually statues flirting with idolatry.
That is why there is snow on the ground and a relatively modern Western Civilization style house.
The real problem with the picture is that it is telling confused, "wannabe" Christians that it is possible to marry the Santa mythology with the Truth™ of the Biblical narrative about Jesus' birth.*
Since Santa is presented as kneeling reverently before the Baby Jesus, uninformed people will take that as leave to believe in Santa and the Bible. Well, you can't have both, folks.
It's either Jesus, and the miracle of His birth followed by His Ministry of Salvation and His Sacrificial Death and Resurrection-- or a fat, bearded toy-maker whose only punishment for evil is that he leaves lumps of coal rather than send naughty children to Hell.
* And we know how God feels about mixed marriages!
