"Could" being the operative word here. God knows very well not everyone will make it, which is why He created Hell.

You are not supposed to substitute words. You have to take it literally.
"Ye shall not add unto the word which I command you, neither shall ye diminish ought from it, that ye may keep the commandments of the LORD your God which I command you." (Deuteronomy 4:2)

I don't know why you add "on God's level" to this, but not only can we judge others, God even demands it from us.
"In righteousness shalt thou judge thy neighbour." (Leviticus 19:15) "I charge thee therefore before God, and the Lord Jesus Christ, who shall judge the quick and the dead at his appearing and his kingdom; Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all long suffering and doctrine." (2nd Timothy 4:1-2)
