In properly capitalist nations, ones not overrun with socialism, the poor people's charities and the garbage dumps are one and the same. You'll never see not-quite empty glue and paint containers going to waste in Somolia!
We need the same system here - let the bums pick through the dump, they'll get the what they want more efficiently than from some overpaid do-gooder, and they'll learn that hard work is it's own reward.
