Read the context, "thou shalt not kill" means that we aren't allowed to MURDER anyone!
But executing sinners for crimes against God's laws is a completely different thing.

Murder is taking a life.
Execution is taking a life.
BUT, the difference is that execution is not forbidden by God, but murder is. Since murder has no lawful (be it God's or society's laws) reason for it.
While execution does.. that's why the two are not the same.

So you are in disagreement with the English and the American language.

He doesn't consider execution to be murder either, but He uses it as punishment for several things, murder being one.

And there is not a court in the world (especially not in the US) that would consider murder and execution the same either.
