If Jeffrey Dahmer or Hitler or Osama Bin Laden or whoever repent on their death bed, what's to stop them from just going back to normal the next moment? Repenting seems like a drama-queenish thing to do, maybe stable, normal people fail to repent properly, and so heaven is filled with people who dramatically regret the horrible things they keep doing over and over.

Those who were not circumcised would be breaking God's covenant and were supposed to be cut off from God's people. A baby has the capacity to sin because it has the incapacity to do what God tells it to do.
