What to do about noisy cars -

Last night I was confronted with an unpleasant situation. I could hear a booming from outside, and it was louder than my TV, which I was watching. I went outside to inspect, and it ended up being some hoodlums parked at the 7-11 blasting their car stereo. I live 2 blocks away, so I imagine the people that live over there weren't too pleased.
I called the police on my cell phone to alert them to the idiots down the street. A patrol car arrived in 5mins, but the hoodlums saw it approach, and they turned their tunes off in time. The officer stopped in the street and warned the kids, and then left.
A few minutes later I started hearing the music again. I went back outside, and the idiots had turned their stereo back on. They were dancing around in the street, as if no one could do any thing to stop them. I was about to call the police again when they left.
The problem is, this is the second time this month that I have had to call the police to get rid of some noisy punks. The responding officer never does anything other than drive by and tell them to be quiet. I assume that they go to another place to park and bump their music.
I was hoping that someone here could give me advice as to how to deal with these neanderthals. Calling the police is only a palliative measure, since they don't want to have to make any effort to identify a recurring problem. It would be great if they cited the driver or impounded the car, but I'm not going to hold my breath.

I didn't mention above, but it was some darkies listening to that rapper music. I'm pretty sure they weren't beaners, but you never know.

Simple solution, whilst they are stoned off their heads listening to the beats of the Jungle, No doubt the car window will be slightly open to allow the smoke of the whacky baccy to escape.
All you need do is place a hosepipe on the exhaust and redirect in the slightly opened window.
They wont know any difference from their fumes that they are breathing.
Problem solved.
It must be a popular method of dealing with noisy cars because the press are always reporting finding cars with hose pipes attached to the exhausts.
There you have it A simple length of hose pipe

Brother Izzy, I admire your zeal. But the better plan IMHO, is to organize a Landover Chick Tract mission and preach to these poor ignorant souls. Maybe we can save one or two.

Perhaps a liberal (forgive me Lord) sprinkling of large carpet tacks in the parking lot of that particular 7-11 would inspire the darkies to find a better place to hold their "hoe-downs." That might also have the advantage of giving them more time to try and read Godly Chick Tracts like THIS one.
Just as an aside, did you know that the 7-11 franchise is owned by sneaky little chinks?

This is how I feel. Turn the music down, already. Every time I hear a car that's more than a block away my blood starts to boil.
