Regardless of the stated purposes for or reasons behind any riot one thing is consistent. Roaring, wailing, ululating and for all I know screeching in the cacophony it's difficult to make out each individual timbre. Why are they doing this? The Bible compares it to young lions roaring (rioters and looters are mostly young) because they feel they have taken something. But what is it they think they're taking?
God knew that birds of a feather flock together and the quoted passage makes this explicit. With whom are the roaring lions associated? Who is jumping on (or orchestrating) their bandwagon? These are not supporters of legitimate leadership. They are trying to steal the very principle of duly elected authority and replace it with something else. Those hoping to be victors walk together with them because they are agreed.
There is an alternative of course, if someone thinks any established system is deficient they can propose changes through the proper channels. If there's general agreement those proposals will win the day. No riot necessary. But here even that process is rejected. It must be stolen otherwise they'd seem not to want it at all. Opposing legitimate authority is something else the devil does. He's not just restricted to roaring.
