What the Bible drives home again and again is that females need to be virgins when they marry and men need to beget heirs with them. If a young woman is menstruating, then she is old enough to marry.
This is a norm in all sorts of societies. Once a girl starts her menses, she has an entirely different status in her community. She is no longer a child and has to be watched and guarded because any self-respecting manly male wants to make sure the boy inheriting his property is actually of his blood.
Women are both sneaky and stupid (Eve was not talking with the serpent in front of Adam) and anytime they spread their legs without parental approval, problems result.
Touching on Brother Doctor Professor White's mention of secular law, in most states, a girl can marry as young as 12 or 13 WITH parental approval. Now, some young women do not begin their menses until 14 or 15. If the parents want grandchildren, and since marriage exists to populate the planet, it would make sense for parents of not-yet-fertile daughters to refrain from signing on the dotted line until the young woman's ovaries kick in.
Of course he can't! It's illegal! Are you nuts!?
