All these passages are about boys, not about girls. The only scripture you mentioned that doesn't mention males explicitly is Proverbs 20:30, but that is because you conveniently didn't quote Proverbs 20:29 which makes clear that that also is about males.

Proverbs 23:13-14:
Withhold not correction from the child: for if thou beatest him with the rod, he shall not die. Thou shalt beat him with the rod, and shalt deliver his soul from hell.

Proverbs 13:24:
