Mukhtar Mai's story is as horrific as it is simple, and it is quickly told. On June 22, 2002, the council of her tiny village, on the southern fringes of the Punjab in Pakistan, ordered that she be gang raped as a punishment for an offence supposedly committed by her 12-year-old brother.

At gunpoint she was taken into a stable. Her clothes were ripped off and she was violated by four village elders. The ordeal lasted about half an hour and, when it was over, she was dragged out, semi-naked, in front of all the village men. Her father covered her with a shawl and carried her home.

Mukhtar, who is also known as Mukhtaran Bibi, should then have killed herself. That was the custom. But such was her sense of outrage and injustice that she refused to commit suicide; and that act of defiance started a sequence of events that turned her into an international cause célèbre, who was first praised and then condemned by Pakistan's president, Gen Pervez Musharraf.

Pakistan pack rape as reform laws stall

REPORTS of yet another pack rape in Pakistan emerged over the weekend as plans to amend laws aimed at making it easier to punish rapists stalled in the Islamabad parliament because of opposition from ultra-conservative Islamic parties.

The News International said a mother and daughter in a rural area had been abducted and gang-raped for 12 days because the daughter continued her schooling in defiance of villagers in her home near Multan. The newspaper said the daughter had recently attained a masters degree in education at the Bahauddin Zahariya University. Precise details of what happened are sketchy, but it appears that the girl's father was also attacked by the assailants and that police took 12 days to act and save the women.
Reports of the rape claimed involvement by "a minister of state" but did not name him.
The case recalls that of Mukhtaran Mai, a woman who was imprisoned after she was raped in June 2002. She was freed only after intervention by the Pakistan Supreme Court.
Her case caused a global outcry at the time and highlighted the injustice of Pakistan's Islamic Hudood Ordinances, which criminalise all sex outside marriage.
Under the ordinances, unless the complainant in a rape case produces four male witnesses to support her claims, she will herself face punishment.
As a result, it has been almost impossible to prosecute rape cases, and thousands of Pakistani victims of rape are languishing in jail.
According to Pakistan's Human Rights Commission, a woman is raped every two hours and there is a gang rape every eight hours in Pakistan.
The Hudood Ordinances were introduced 17 years ago when the then military dictator General Zia ul-Haq was installing shariah law in Pakistan as a way of impressing his conservative Islamic backers at home and abroad.

One of the persistent policies of the Taleban has been to "punish" women for defying their edicts. In December 1996, Taleban-controlled Radio Voice of Shari’a announced that a group of 225 women had been rounded up and punished in Kabul for violating Taleban rules on clothing. The radio announcement warned women once again to wear the burqa and respect the Shari’a (Islamic law) or "face punishment". Sources state that punishment of the 225 women consisted of being lashed on the back and legs after the sentence was handed down by a tribunal enforcing the Taleban interpretation of Islamic law.

On at least one occasion, such punishments have taken the form of bodily mutilation. A woman in the Khayr-Khana area of Kabul in October 1996 was reported as having the end of her thumb cut off by the Taleban. This ‘punishment’ was apparently meted out because the woman was caught wearing nail varnish.

Pakistan votes to amend rape laws



Pakistan's national assembly has voted to amend the country's strict Sharia laws on rape and adultery.
Until now rape cases were dealt with in Sharia courts. Victims had to have four male witnesses to the crime - if not they faced prosecution for adultery.
Now civil courts will be able to try rape cases, assuming the upper house and the president ratify the move.
The reform has been seen as a test of President Musharraf's stated commitment to a moderate form of Islam.
"It is a historic bill because it will give rights to women and help end excesses against them," Prime Minister Shaukat Aziz told parliament after the vote.
Religious parties boycotted the vote, saying the bill encouraged "free sex".
'Lewdness'
A woman is raped every two hours and gang-raped every eight hours in Pakistan, according to the country's independent Human Rights Commission.





Correspondents say these figures are probably an under-estimation as many rapes are not reported.
Campaigners say Pakistan's laws have made it virtually impossible to prosecute rape.
Attempts to pass a new bill failed in September in the face of angry opposition.
The version of the Women's Protection Bill put before legislators then caused such an outcry that parliament was prorogued.
It would have allowed alleged rapists to be tried under civil as well as Islamic law.



Human rights activists said this would have created confusion, allowing powerful religious lobbies to manipulate what is seen as a weak judicial system.
Now rape will be tried under civil law, the Pakistan Penal Code.
Sex outside marriage, which has always been illegal, will still be tried by both civil and Sharia courts, depending on which system the complainant chooses, the BBC's Syed Shoaib Hasan in Karachi says.
Pakistan's religious parties called the new legislation "a harbinger of lewdness and indecency in the country", and against the strictures of the Koran and Sharia law.
They have threatened nationwide protests over the revised bill.
Addressing parliament on Wednesday, the leader of the six-party MMA Islamic alliance, Maulana Fazlur Rahman, said the bill would "turn Pakistan into a free-sex zone".
"Existing laws are correct and should be maintained...The changes are not in line with Islamic teaching."
The government insisted that some of the MMA's proposals had been included in the bill.
Lashings
Rape and adultery in Pakistan are dealt with under the Hudood Ordinance, a controversial set of Islamic laws introduced from 1979 by Gen Zia-ul-Haq. They include sections prescribing lashing and stoning as punishments for adultery. The bill tabled in the summer and withdrawn was then reviewed by a panel of ulema, or Islamic scholars, who suggested three revisions.

However, while I haven't gone searching the Koran, I've been reading news reports of Muslim atrocities under Sharia law for years. Unless you plan to condemn Sharia law, it will only take a few newspaper articles to prove me right.

If, of course, you wish to condemn such actions on behalf of your Muslim brethren as the actions of "false Muslims", feel free.
