The political union of Scotland and England in 1707 created one parliament for both, and one government in case you couldn't work that out. The new Scottish parliament was established by the Scotland Act 1998.

Scotland and Northern Ireland are, however, to distinct nations. Otherwise they probably wouldn't both with the different names.
