It's not too often that I get to praise Congress for doing something positive. This time, though, they have done something that needed to be done for a long time.
Thanks to Congress, Halloween now starts at a more reasonable hour. Well, at least it's one hour later. Parents should know not to send their children out before dusk, and dusk happens later, now! That's 6:30, people. Conveniently, most parents with little trick-or-treaters like to be home early for bed, so they should be done around 8pm, like usual. And the police should be out around 9pm to clear out any hoodlums planning Halloween pranks. 10PM curfew still stands. So, what happened here? The starting time for Halloween (dusk) is bumped back one hour, but the ending time doesn't change (curfew)!! Praise Congress!! They shortened Halloween!!
Another side benefit of this legislation is the effect it has on Halloween parties. Congress can't shut them all down, but they can make them shorter!! Remember when DST happened the night before Halloween? That was Saturday, and everyone knows that people like to party the Saturday before a Sunday Halloween. Well, no more "extra hour of partying" when the clocks are set back, you dancing fools.

On Sunday, November 2 (the first Sunday in November) at 2 a.m., Daylight Saving Time ends in the United States. This is the second year that Daylight Saving Time is four weeks longer due to the passage of the Energy Policy Act in 2005. The Act, which extends Daylight Saving Time by four weeks from the second Sunday of March to the first Sunday of November, is expected to save 10,000 barrels of oil each day through reduced use of power by businesses during daylight hours.
