Sodom and Gomorrah still had kings at this stage, even if they were wriggling around in slime pits, but that is not a good look for kings. It discourages respect. And boy were the denizens of of the plain disrespectful! When two angels visited righteous Lot a mob showed no respect whatsoever even though the angels wanted to spend all night on the streets, perhaps out of deference to local customs. But no, that wasn't good enough for the sodomists who wanted to pounce on the angels en masse. Disrespect is never something God overlooks.

Satan speaks through his creatures to silence any witness for Christ as happened in Sodom and as we saw on that train. And just as Lot was protected so here the devil in those commuters was restrained. Christians are under attack everywhere and although there may not be many in Sydney the attack was self evident. Indeed if there were no attacks there would be no need for protection. But the protection was clear just as in Sodom so we know that it was an attack and that God has not abandoned His own.
