It is more of a sign to the wearer, like a reminder. They don't have any special symbols on them. They are just pure white. White is the color of purity. So as long as the wearer is sinless, they can wear them. If they have committed a sin, they are not allowed to wear them. They have no special powers but serve as a reminder for the wearer. They feel different so they are constantly reminding the wearer of the things they should be doing.

Read it a little more carfully "entice thee secretly, saying, Let us go and serve other gods" It explicitly states to kill people who are trying to convert you.
