What I think:

From the moment she is born until she is married off, she is your responsibility. You should keep her in your house and force modesty upon her until the day she is married. Until that day, you are the one responsible for punishing her. Once she is married, she moves into her husband's house and he becomes responsible for her discipline.

I would recommend putting a long term chastity belt on her at the age of 13 (or 12 just to be safe), and continue spanking her until the day of her wedding.
