I have been studying my bible and came across this verse in Genesis, it has me concerned because GOD struck this man down to death because he lay his semen on the ground rather than shoot it into the belly of his brothers wife, could an elder of the Landover church explain this to me so i can better understand ? does this mean masterbation is not in GODS plan ? in Genesis 38:9 and see 10 GOD slew him for this ?

The Bible says that there are people that God created knowing they would end up in Hell:

It doesn't matter when the commandment was recorded by Moses who alone was Blessed to see God's Glorious Bum (Exodus 33:22-23), what matters is whether or not Noah's sins were conveniently blotted out from God's Omniscient Awareness (Isaiah 43:25). We know that no human is impervious to sin (Romans 5:12), and we know the wages of sin is death, and we know the only means by which one can escape this punishment is through faith in Christ Jesus (Romans 6:23). So the question you should be asking is, "Did Noah have faith in Jesus? Did he believe the story of Jesus miraculous birth, temporary death, and miraculous resurrection (Romans 10:9)?" The fact is, if a person never hears of Jesus during their life, they will go to Hell.
