    There is blue on that dress and the hair is managed. It's called a curling iron. Not that hard to figure out. By "face paint" I think you're refering to makeup. 98% of women wear makeup.     It is not only skin exposure. It is about attention grabbing. A proper dress is beige or blue. Mildly feminie, bot not too bright. No face paint. Hair managed. The second picture looks like a prostitute.
