This is a good law for two reasons.
1. It jails or fines all people who give false prophecy/soothsaying. Gets all those fake witches off the streets.
2. It shows who the true witches are. Which will allow the people to know who to burn at the stake when the crops fail.
Have you ever heard the argument from wanna be witches that Exodus 22:18 doesn't mean witches?
Exodus 22:18 Thou shalt not suffer a witch to live.
They are all like "it doesn't mean witch, it means well poisoner".

I'd think a real prophet would be able to tell if their client was lying.
Think about Saul in 1 Samuel 28. The witch should eventually be able to figure out if the person is lying.
If not, they are false prophets and should be jailed.
