Gerald Cavendish Grosvenor, the Duke of Westminster

The richest man in Great Britain was a customer of the same high-end prostitution service patronized by Gov. Spitzer.

The Duke of Westminster, listed as the world's 46th richest person by Forbes magazine, hired four hookers over a six-week stretch in late 2006 and early last year, the News of the World reported last year.

Despite his incredible wealth, multi-billionaire Gerald Cavendish Grosvenor haggled with one of the Emperors Club girls for the cost of their date, according to the report.

Prostitute Zana Brazdek, then 26, described the 56-year-old Grosvenor as dull and demanding.

"I thought his conversation was quite boring," the Lithuanian woman told the newspaper. "He talked about the Army, going to Afghanistan and bin Laden. And he wanted unprotected sex. I refused."

The court documents that took down Spitzer and identified the disgraced governor at "Client 9" also included information on nine other men who hired hookers from the sex ring.

The documents did not name any of the men, but the papers noted that "Client 6" enjoyed a romp with a hooker named "Astrid" in London. "Client 6" then called the Emperors Club to inquire about another girl for a follow-up session, the papers said.

The British reports about Grosvenor said the duke's prostitutes were young enough to be his daughters. They also had an international flair: In addition to the pair from the former Soviet Union, Grosvenor entertained an Asian woman in knee-high boots and a Brazilian.

The hookers included a Russian who went by the name of Stella. She told reporters that her clients preferred whips and stiletto heels.

"At six o'clock," she said in a thick Russian accent, "I stop to be a good girl."

Like Spitzer, Grosvenor is married - and he has four children with wife Natalia. The duke had close ties to the royal family and is one of Prince Charles' best friends. Grosvenor also is Prince William's godfather.

The duke was an official in the ministry of defense, overseeing Britain's reservists - including thousands who served in Iraq and Afghanistan.

He recently stepped down from that position due to the scandal and subsequent media attention.

"Reckless, boastful, stupid, weak - such lacerating words hardly exaggerate the case against the duke," wrote the Daily Mail.

LOS ANGELES — A $1 million offer to the call girl linked to former New York Gov. Eliot Spitzer was rescinded because she'd already shot footage for "Girls Gone Wild." Now it might be the video maker who will lose out.

A lawyer for Ashley Alexandra Dupre, now 22, told The Associated Press on Wednesday that Dupre was 17 when the footage was filmed. After hearing from her attorney, the company said the video's Internet release will be delayed.

"Girls Gone Wild" founder Joe Francis originally reached out to Dupre, offering $1 million for her to appear in a non-nude spread for his company's new magazine and a chance to join the "Girls Gone Wild" tour bus. But, on Tuesday, "Girls Gone Wild" employees found archived footage of Dupre filmed in 2003, and Francis retracted the offer.

In a statement Wednesday, Francis said he had received an e-mail from Dupre's lawyer Don Buchwald, saying Dupre may have been 17 in the videos shot in Miami and not 18 as Francis had first claimed.

In an e-mail to one of Francis' publicists — forwarded by Buchwald to the AP — the attorney said he was "informed by Ashley that the video was in fact taken when she was underage (that is 17)." Buchwald added in the e-mail that Francis was aware of Dupre's age during the filming.

Francis said he bought Dupre a Greyhound bus ticket back home to North Carolina in 2003. Dupre returned home after she spent a week on the "Girls Gone Wild" bus in Miami and filmed seven full-length tapes, which included nudity, after signing legal papers, the company said.

"It was because she was underage that he sent her home on a Greyhound bus back to North Carolina. It would be outrageous at the very least to play the video of an underage female on the Internet," Buchwald said in the e-mail.

Francis said all nude images of Dupre were taken in public places and contain no sexual contact. He added that his company has a "corporate policy" not to use individuals under 18 in their videos. Given this policy, the company delayed the release of Dupre's footage on the Internet. The company was "investigating the matter" and "will make our decision shortly," Francis said.

Ed Griffith, spokesman for the Miami-Dade County state attorney's office, declined to comment on the subject, adding that "we would be foolish to make a broad general statement."

Lewd or lascivious acts committed upon or in the presence of those under 16 is illegal in Florida, said Miami-based defense attorney Roy Kahn. "Just taking nude video or photographs alone in a public place wouldn't be illegal if the person is 17. It doesn't violate lewd and lascivious conduct with a minor," Kahn said.

Francis returned to California last week after being sentenced to time served and fines in Florida in a case involving the filming of underage girls. He still faces trial on federal tax evasion charges that carry a penalty of up to 10 years in prison.

By late Wednesday, Dupre was still depicted on the "Girls Gone Wild" Web site, with a free sampling on the front page of her dancing in a bikini and the rest available with a $29.95 monthly subscription.

"It's kind of like finding a winning lottery ticket in the cushions of your couch," Francis told the AP — before he saw the e-mail from Dupre's attorney.

Hustler publisher Larry Flynt told the AP last Friday that he e-mailed Dupre offering her $1 million to appear nude in his magazine, but didn't sound optimistic that she would settle for that amount.

US Attorney Says No Misuse Of Campaign Funds As Client Of 'Emperors Club VIP'

NEW YORK (CBS) ― Former New York Governor Eliot Spitzer will not face criminal charges following his role as a client in a high-profile prostution ring that led to his resignation in March.

U.S. Attorney Michael Garcia announced his decision Thursday afternoon.

"Eliot Spitzer has acknowledged to this Office that he was a client of, and made payments to, the Emperors Club VIP. Our investigation has shown that on multiple occasions, Mr. Spitzer arranged for women to travel from one state to another state to engage in prostitution. After a thorough investigation, this Office has uncovered no evidence of misuse of public or campaign funds," Garcia said in a statement.

Garcia also said there was no evidence pointing to criminal means of payment to the Club, despite court documents and published reports indicating that perhaps as much as $80,000 was transferred from Spitzer's account to a trio of dummy companies that were fronts for the escort service.

"In light of the policy of the Department of Justice with respect to prostitution offenses and the longstanding practice of this Office, as well as Mr. Spitzer's acceptance of responsibility for his conduct, we have concluded that the public interest would not be further advanced by filing criminal charges in this matter," Garcia said.

Spitzer issued a statement expressing relief in the decision and again apologizing for his misconduct, though once again not specifically stating what that misconduct was. "I appreciate the impartiality and thoroughness of the investigation by the U.S. Attorney's Office, and I acknowledge and accept responsibility for the conduct it disclosed. I resigned my position as Governor because I recognized that conduct was unworthy of an elected official. I once again apologize for my actions," Spitzer said.

Spitzer, the 54th governor of New York, officially resigned on March 17 after he was found to be a client of the Emperors Club VIP that was busted days before. He has remained out of the public eye since, though CBS 2 caught him in line to vote with his wife, Silda, on Tuesday morning in Manhattan.

Once known as "Mr. Clean" for his tenure as an attorney and attorney general, and his promise to sweep corruption up and out of Albany, he'll forever be known as "Client 9," which he was referred to in wiretaps of the call girl agency.

Financial transactions showed Spitzer spent thousands on prostitutes through the agency. In a transcript of the wiretap, it appeared that "Client 9" was willing to pay nearly $3,000 for just a few hours last month with call girl "Kristen," and even pay up to $2,000 in advance for future flings.

Kristen was later identified as 22-year-old aspiring musician Ashley Alexandra Dupree,

"I am deeply sorry I did not live up to what was expected from me. To every New Yorker, and all those who believed in what I tried to stand up for, I sincerely apologize," Spitzer said at the time of his resignation.

Four people pleaded guilty in recent months to running the prostitution operation that led to Spitzer's demise.
