According to the U.S. Supreme Court it is 9/16 of a second; the precise time that the Nigress Janet Jackson had her dirty pillow gratuitously displayed to Americans on Superbowl Sunday in 2004 during the famous "wardrobe malfunction". The FCC righteously fined CBS $550,000 for the purveying of this filth. Not to be outdone, the joo lawyers for CBS have been working diligently for the past 5 years to have the fine reversed by the 3rd U.S. Circuit Court of Appeals in Philadelphia.

In a related matter, the LIEbrals in congress have been trying to silence conservative and Christian talk radio by re-instituting the "Fairness Doctrine" with the FCC. Now it is being couched in terms of ensuring "diversity":

Court sends Janet Jackson case back for review
WASHINGTON (AP) - The Supreme Court on Monday ordered a federal appeals court to re-examine its ruling in favor of CBS Corp. in a legal fight over entertainer Janet Jackson's wardrobe malfunction.
The high court on Monday directed the 3rd U.S. Circuit Court of Appeals in Philadelphia to consider reinstating the $550,000 fine that the Federal Communications Commission imposed on CBS over Jackson's breast-baring performance at the 2004 Super Bowl.

Last year, the appeals court threw out the fine against CBS, saying the FCC strayed from its long-held approach of applying identical standards to words and images when reviewing complaints of indecency.
The appellate court said the incident lasted nine-sixteenths of one second and should have been regarded as "fleeting." The FCC previously deviated from its nearly 30-year practice of fining indecent broadcast programming only when it was so "pervasive as to amount to 'shock treatment' for the audience," the court said.

President Barack Obama's Federal Communications Commission (FCC) has released the names of the thirty-one members of their Advisory Committee On Diversity For Communications In The Digital Age. This May 7 gathering is made up of a laundry list of left-wing grievance groups, with a smattering of radio and television companies included to break up the monotony.
Not a single conservative organization is taking part in this Commission - more than a dozen Leftist groups are. A little ironic for a "diversity" panel, is it not?

On February 26, Illinois Democratic Senator Dick Durbin - one of the myriad past "Fairness" Doctrine champions - sponsored an amendment, passed via a 57-41 Party-line vote, which forces the FCC to "take actions to encourage and promote diversity in communication media ownership and to ensure that broadcast station licenses are used in the public interest."
About which Durbin said at the time: ""No one is suggesting that the law for the FCC says that you can give this license to a Republican and this one to a Democrat and this one to a liberal and this one to a conservative. When we talk about diversity in media ownership, it relates primarily to gender, race and other characteristics of that nature."
