By refusing to pray? nobody mentioned not praying. This is dependent on the level of ones mental ability, for people can be able minded but be physically disabled, and also can not a Christian pray on someone elses behalf as they are not able. They may very well still attend church regularly. Is it not a path of the righteous to look after the sick? And give hope and happiness to those whose lives would otherwise be without such things? is this wrong? and yet again you turn an education on disability into a bible ranting anal sex obsessing rant.. It does not turn Christians away from the light of Christ, but shines it upon those born less fortunate.

Matthew 7:7 teaches us that the retardeds can be healed, if only they would request the healing. Unfortunately for them, and those they lure into Hell with them, they are too proud and stubborn to accept Jesus into their lives. The fact that they are retarded proves that they refuse to pray for healing. Again, Matthew 7:7 promises those who pray that their prayers will be answered. And God always keeps His promises. If He didn't, there would be no reason to believe in Him.

Friend, you are terribly wrong. Retards do not just 'happen'. Most of the time it is a punishment by God against a parent, most often against the mother for being a filthy whore. The idea being that for every day of their life, the parent is reminded of their sins. They see the stupid child and have to realize that is a direct result of their own stupid behavior. Years ago, I had a job one summer felling trees. The fellow I worked with never read a Bible, he never thanked God for not killing him. Well one day, the chainsaw cut his leg off mid thigh. While I was walking, I explained to him how God had done this to him and if he had given Jesus some well earned respect, God would never of cut off his leg. God never cut off my leg because He loves me. All he did was complain. He refused to thank Jesus for the well deserved lesson. God could of killed him but He was merciful.
Well, he is now an angry and bitter man (typical God hater). Childless (what decent woman wants a man with only one leg?) and alone. He still refuses to pray to God yet he blames Him for his woes. A very funny paradox. He blames God yet he refuses to beg for forgiveness.
From time to time, he calls me, looking for me to give him some help. I always refuse as why should I help a person who will not be there for Jesus?
