From that site, I can safely say this is the Ohio state flag, adopted in 1902. The seventeen stars represent the fact that Ohio was the seventeenth state, not terrorist groups. The O is for Ohio, NOT Obama. It can also represent the state's nickname, "The Buckeye State".
