It is called genetics by seculiar scientists. More particularly, the Bible says God made the dark skinned races slaves, and they have the attitude and mentality to go with it -- murdering, raping, and stealing pies, for example -- but, still, with Jesus all is possible and even the inferior races can be saved. Here, I'll do your homework for you.

You were asked where in the 10 commandments "Love Thy Neighbor as You Love Thy Self" was. You didn't respond.

The first time love and neighbour appear in the Bible (kjv1611) is Leviticus 19:18 Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbour as thyself: I am the LORD.

Leviticus.

Three times in the book of Matthew Jesus mentioned "love thy neighbour as thyself". (It's also twice in Mark and once in Luke) Paul brought it up in Romans and Galatians. It's also in the Epistle of James.

Ok, now for the Decalogue.

It's found in Exodus 20:2-17 (a similar list is in Deuteronomy 5:6-21). Then there's the other 10 commandments in Exodus 34:1-26.

The Bible (kjv1611) is laid out in this manner:

Genesis
Exodus
Leviticus
Numbers
Deuteronomy

You will note, that Leviticus and Exodus are different books.

You may also note, that "love your neighbour as yourself" isn't in any of the 3 lists that can be claimed to be the Ten Commandments.
