Maybe the guy who said it to BTB heard or read it somewhere, thought it meant something good, and then repeated it.
So, just for future caution, if someone (not from Freehold) calls one of you "fapable" or another word that you don't really know, try not repeating it and assume it's an insult or something dirty.

During the dark days of my life when I was surrounded by very very unsavoury people, to FAP meant to masturbate. 'Highly Fappable' could mean he finds you sexually attractive and that he will pleasure or debase himself while thinking of you.
